Federal Funding Accountability and Transparency Act (FFATA)

The Federal Funding Accountability and Transparency Act (FFATA or transparency Act) requires the Office of Management and Budget (OMB) to maintain a single, searchable website that contains information on all federal spending awards. FFATA requires all recipients of federal awards to report purchases of $25,000 and greater under federal contracts. The act requires the reported data be made available to the public vis www.USASPending.gov. Claremont McKenna College requires compliance with FFATA reporting requirements for all first-tier subawards (subgrants and subcontracts) related to prime federal awards. All first-tier subawardees that are subject to FFATA reporting must have a Dun and Brandstreet Universal Numbering System (DUNS #) and valid registration with the System for Award Management (SAM) in order to enter into the contract or agreement with Claremont McKenna College on federally funded projects.

Procedures

When a subaward is ussed, refer to the FFATA Decision Tree to determine whether the subaward is subject to FFATA reporting. If the subaward is subject to FFATA, obtain the FFATA data elements for subawards from the following forms:

  1. For subawards executed on an FDP template, use FDP Research Subaward Agreement, Attachment 3B, pages 1 and 2.
  2. For all other subawards, use FFATA Data Collection Form
  3. Obtain validation of SAM registration from the subawardee or directly from the SAM website (see SAm instructions below). SAM registration must be valid for at least two months after the anticipated PO encumbrance date.
  4. Electronically attach the FFATA data elements (FDP Research Subaward Agreement or FFATA Data Collection FORM) and SAM registration to the PO when submitting for approval.
  5. A Sponsored Research Officer will verify the required FFATA data elements (FDP Research Subaward Agreement or FFATA Data Collection Form) and SAM registration have been eletronically attached prior to approval of the PO.

The FFATA report will need to be submitted the month following the full execution of a subaward, subaward modification, or vendor payment. When an eligible FFATA award is received, the compliance officer is responsible for entering the information on the FSRS website.

  • Central Contract Registrations (CCR) is a registration sytem for entities that conduct business with the federal government. For certification of valid CCR registration, select CCR Search and enter supplier’s DUNS#. Registration must be valid for at least two months after the anticipated PO encumbrance date. Confirmation consists of printing the registration page.
  • Federal Subaward Reporting System (FSRS) is the system used to report FFATA data on subawards. The Office of Institutional Philanthropy will report for Claremont McKenna College.
  • USASpending.gov is the public website that includes information on all federal spending awards.
